Looks like a pre-1982 model 64, the stainless steel version of the model 10. Functionally identical to a model 10 and accessories meant for the model 10 will work.

What do you want to learn about it?

Serial number puts it in the 1979-1980 range.

I am curious about the lanyard ring, might it have been a special order perhaps for a police department?

Looks like a circular lanyard ring, not the usual S&W sort. Maybe for a Commonwealth country, where round rings are more common, as on Webleys?

I've seen a Victory Model fitted with a round ring, in France.

Describe any possible import or proof marks. Can you get good sharp photos of them, if present?

I had a normal gun like this, no ring. Boy, was it accurate!

The gift is from my grandmother. It was originally a gift from her brother in law. Supposedly it was a special order for the Delaware State Police.

The Delaware State Police sounds right. I have a blue model 10 with a heavy bbl that has a lanyard ring. They apparently used them. Mine lettered to Delaware SP.

There is something different around the front sight. Can you show a picture and describe what that is? Like a pin very proud of the sight blade?
