Default Model 19-3 2 1/2"

A store where I bought a Cougar .357 , has a 19-3 99% like new , no box. Blue. Original grips. They offer it at 650.00 out the door and believe it's a great price. I may go for that one too. 650.00 total is fair ? What era is 19-3 from?

Mid 1970s. That price sounds like fair retail. I would take another look if you really want it. Condition is everything. Best

So is it a Model 66 or 19?

66 is Stainless, the 19 is Blue or Nickel.

What is the barrel length?

Sorry, I guess I'm slow, but I read "has a 66-3 99% like new , no box. Blue. Original grips."

I'm guessing just a simple mistake in the Model number, in that sentence, but it had me confused.
