As one who has owned several 3" J and K frame revolvers since the 1980s.......I would recommend one if you can find one...... and the one you are most likely to find, for the money you want to spend is a 3" Model 65.
I owned a 3" 586 and found it just too heavy to carry when I have a K-frame option.
I had a 3" 37..... but I never carried it.
I have 3" 66-3 and -4s. I've had the -3s since 1989.... when no one want them. With Spegel Boot grips it's my most carried revolver.... inside waistband in a Sparks Summer Special.
I also have a 3"60-10 ..... think; 5 shot .357, micro 686..... which is my "Kit Gun" at the cabin. (generally carried with +P.38s)

Several people have mentioned the Model 60 target versions. They are excellent guns. I have a Model 60-4 which is my hiking/camping/trail gun and the only J-frame that I carry with any regularity. Mine is a .38 Special, but for most of the places I tend to wander, that's plenty.
There is the Model 60-10, which is a .357. (And maybe an even later version?) Frankly, I have no desire what-so-ever to fire a .357 out of a J-frame.
While these would serve your purpose extremely well, they aren't made any more, are difficult to find and I doubt they will fall within your budget.
So I go back to my original recommendation of the Ruger Security Six.

I found a 3 inch 64 put Pachmayrs on it for better grip carry in an El Paso Street Combat holster.

The 3" Model 37 I posted a picture of in Post #3 weighs only 15 oz empty.
I have a Mika pocket holster for 3" J frames that works with cargo pants and the "Fire Hose" pants from Duluth Trading. You forget it's even there.

So what mind of realistic price range would I expect to see for a 3 inch barrel model 13 or model 19?
I'm in no particular hurry to purchase, but I want to act if a good deal comes my way.

I'd think you could find a 3" Mod 13 for under a grand.
A 3" Mod 19 however, is going to be pricey. Probably easily $12 to $1800 depending on condition and box, etc. Maybe even more.

"IF" you could find one. Very rare.
Best bet for an affordable (& reasonably available) 3" / .357 / K frame, is going to be a M65-3, or -5.

I have a 3 inch police trade in Model 65. It was dirty but cleaned up very nicely and is a tight carried much shot little revolver.
The 65 has fixed rear sight and when I installed a bobbed hammer (factory hammer) it became a wonderful cary gun. These are $300 to around $425 guns but your selection varies from time and place. I was happy to find a dirty one for a cheap price, that had great lock up.

Shows my ignorance, I would have expected a stainless model 65 to cost more than a blue model 13.
Why does a model 13 cost so much more than a stainless model 65? Is it due to the 3 inch barrel rarity in the 13 versus the 65?

Please tell me where to find ANY Model 65's, let alone a 3", for $300 to $425?

There won't be a place I could take you and know there is one. But gun shows the last little while have allowed me to find several in the price range mentioned. I also have seen ones being sold in $800 range on the on line sites. Just checked arms list and found nothing listed there.
There are still guns coming from law enforcement sales and pickers can find them at flea markets. Last one I saw was a Texas(?) Dept of Corrections cull. Time and place determine much.

Model 396-1 in 44 Special. Five shot, alloy "L" frame, titanium cylinder, 3" barrel, round butt, fiber optic front sight with a wide V adjustable rear. Weight is 18 ounces. Recoil is no worse than a Charter Arms Bulldog. I'm sure you could up the load and make it kick like a mule, but if you stay with normal 44 Special loads, you'll be OK.
They were only made for a few years, so they probably aren't real common. I paid $550.00 for this one. No idea if that was good, bad, or indifferent.

I liked the Charter Arms Bulldog. It was my first carry gun. The S&W 396-1 has more bells and whistles but fills the same nitch. The superiority to a 3 inch k frame would be less weight, lower pressure round. I'd look at 200 grain loads in SWC as the velocity won't insure expansion and penetration.

I happily carried my 3" 66-2 OD & as trail gun on foot & on horseback... It was a replacement for a blue steel 3" M13 which I gave to my then financee which she declined to sell back to me when we went our separate ways.
When I drew dispatch duty, I carried a 3" 36-1 IWB as it was easier in chairs with arms... occasionally for plain clothes duty.
Barrel length is a convenience thing but in a proper holster the vertical barrel length isn't important... Cylinder & grips are what bump & cause print.
You will be well armed with any of the mentioned choices...

I carried a 3" GP-100 as my primary for work for almost 10 years. With a good belt and holster it was no trouble to carry concealed under a sport coat or windbreaker. I currently carry a SP-101, very happy with it.
My menagerie currently includes a number of 3" revolvers. Along with the 3" GP-100 and SP-101 I have a 36-1, 13-3, 65-5LS, and 625-3 3". I like all of them, but I'd pick the SP-101 for daily carry because it's a good gun, not too expensive, and easily replaced. Replacing my 3" 13-3 would be tough, I haven't seen another for sale in years. Out of all my S&W revolvers I'd go with the 65-5LS. The 65-5LS is effectively the fixed sight equivalent of a 3" 66, without the big price tag. My 65-5LS cost me $425, the last 3" 66 I saw in person was close to $1,400.

Well, I have a thing for 3 inch guns - mostly N frames.
Here is a 65-5 "Ladysmith" and a 66-2 in K frame.
Here is a 36-1 in J frame. I like them all.

I need to move to where you are then, because in my neck of the woods it is difficult (if not almost impossible) to find one under $600.
