Default Model 18 markings help

I am acquiring this model 18-3 1KXXX serial number. Anyone hazard a guess as to origin of the markings on the frame.
Anyone have a gun with same type markings ?
Department of Public Safety ?

That would be my first guess, probably a training gun or maybe pistol team although kind of a short barrel for competition. Now, just to figure out which state!

My LGS recently got 4 of these in that were police training trade-ins. I bought one. Was the filthiest gun I ever saw, but in decent condition. So my guess is also a trainer.
