Ed, if you look the yoke in several places the finish is pealing off. I think someone did a good job of applying an aftermarket finish, perhaps a powder coat. All the Secret service guys I know, and there weren't that many, had private purchase, factory stock M-19's.
Neat revolver no matter what.

What looks like peeling is just grease on the yoke...

Nice looking 19!!!
Purchased a Magnaport 19-3 myself at local show recently. It has the matte black finish. I figured someone had it matte finished when it was ported. I wanted a ported shorty and liked the finish so we became united. Took gun to backyard, plugged my ears well, fired 6 rounds, and very surprised at accuracy. Went inside house and asked wife if she heard me shooting. She wanted to know if I was firing a cannon or something. Also have a Model 36-6 with similar finish. Attached are a couple of pictures.
