Default Box label question

Just picked up a 19-3. It came with the box end only, not the whole box.

What is unusual is that under "special features" there is a name written in cursive that matches all the other writing.

Does anyone know who Alan Stobbe was/is and what significance it has on the "special features" line?

Thanks

maybe was issued to someone by that name?? got the gun and the end label only....usually the first thing that was done was remove the wood grips and put on "rubber baby buggy bumpers" BUT being a 6 inch version doubt it was a "duty gun".....looks a bit different ink than the rest of the label data...........maybe the shop that received it put a name to the package, may NEVER know the whole answer....google the name.....
