I came across a 19-3 in very good condition what is worth?

Without photos it's no one can give you anything that is close to an accurate value. A working but finished challenged model 19 - 3 can go for as little as $300.00. A model 19-3 in 95% or better finish can go for $700.00 +.
You did not mention if it's a blued finish or nickel finished, nor did you give the barrel Length.
