Probably somewhere around 1965. Pretty hard to be positive for the J frames in this period. It takes a letter to be certain. But based on nearby serials, that is in the ballpark.
If the thumb piece is a third style flat latch, you can be pretty sure it comes from before mid-year, 1966.
There are three screws in the sideplate. One of them you can't see because it is hiding under the top of the right hand stock panel. The screw that holds the stocks in place doesn't count.
The 1 7/8" barrel length is normal and it was called a 2" barrel (nominal length).
