Its "origin" was S&W's Springfield, MA, production plant.
"what it was issued for" - for one thing it wasn't "issued," at least not by the USAF. So far as I know the AF didn't ever have any Model 13 revolvers, of any dash number. As for its being a possible LEO gun, who knows? Plenty of them were simply sold to distributors and jobbed to retail stores. Given its date of production, that is most likely where this one came from. Your dad apparently purchased it sometime during or after 1986. Not much mystery in that, nor does it tell you anything about your father's story, except that at one time he acquired a S&W Model 13-3.
