I am fairly certain the top one is German, and I'll really stick my neck out and venture it means Nitro (N) proofing from 1972.
A wild guess on the second one, a Belgian (L for Liege?) proofmark. The members who really know will be along shortly...

"German Eagle" / N = "Normal" proof / 72 = 1972 / Antler = Proof House Ulm
(There should be a 3 "Eagle/N" on the cylinder)
