Very nice! And that is why you get letters! Did you have any idea that your plain old M28-2 was actually going to have an interesting history?

Based on the rate of inflation, that purchase price of $57.25 in 1967 dollars would equal $443.39 in 2020 dollars. Pretty good LE discount!

FROM WIKI..
Wesley Grapp served as head of the Los Angeles Federal Bureau of Investigation (FBI) office. He was the agent who carried out Hoover's orders to give FBI information to University of California senior regent Edwin W. Pauley. Pauley allegedly had a history of political connections with the Office of Strategic Services (OSS), forerunner of today's CIA, as well as a close association with Will Jenkinson, who was later to serve as director of the Central Intelligence Agency, (1953–1961).
Grapp left the FBI in 1972 and headed security for Flying Tigers Airlines.
Google his name he had a " Interesting career "
We're in the middle of a move to the new house so please excuse the photo's

Does the new house have a nice pool like the last one?

Great find! I would have thought FBI issuing weapons by 1967. Being SAC he could probably carry whatever he wanted, lol.

Please take a look at this link.
Should YOU Join the S&W Collectors Association?
By joining, you have access to the S&W Historian Roy Jinks, ship date sub forum.
Mr. Jinks will be able to tell you when your gun was shipped, however once in a while he will add a comment such as
" A very interesting shipment " if was my gun, I'd get a letter
And that was the case with this gun.
PLEASE if your reading THIS post click the link,, and join.. well worth the money and experiance.

I guess a gun shipped to an FBI agent is more valuable? Even if not a duty sidearm?

I’m sure it was a duty weapon. 4” Model 28s were approved as POWs (Privately Owned Weapons) until about 2000. All he had to do was qualify with it and he could carry it.
