Default Model 19-4 CHP Commemorative Question

Would one of these revolvers have come from the factory in single action only?

I recently acquired one that works fine in single action,
but when you pull the trigger in double action, the cylinder spins
but the hammer doesn't cock.

Someone could have removed the DA sear or it could be gummed up.

Have someone familiar with S&Ws remove the side plate, the cause will be immediately apparent. Looks like someone jeweled the hammer and trigger, might be a clue that changes were made.

I have a Model 14-3 that came from the factory originally set up for SA only...The box label also indicates this...When the trigger is squeezed, the cylinder reacts as the OP indicated......Ben

Just got back from the gunsmith and the DA sear had been removed.

Other than that and side plate screws being put it wrong, the gun is awesome.
The gunsmith said it appears to be unfired.
