This just about killed me today when I stumbled upon these two beauties. I guess S&W made up an order of 19-4's for the 100th anniversary of the New York DEC Police Force. The DEC officer that bought these in 1980 apparently purchased 7 of them consecutively numbered, and these two remain together. Absoltely looks like they made them yesterday. I didn't ask to handle them, just photographed them through the glass. If any of you collectors are interested in one or both of these, send me an e-mail and I'll give you the contact info.
