I would say it is a "K" or "L" frame, not a "N" unless they are crazy to screw up a 627 no -. You can buy the stocks from houge.

I'd guess K frame based on the lack of "meat" around the chambers...
In either case, the K and L frames share the same gripframe dimensions...

How would these grips "screw up" a 627?

I was talking about the gun it self, it doesn't look factory to me, more like a PPC gun. Looking at it more it looks like a 66 or 67 from what SmithNut said and the notch for the rear sight's.

I'd say that is a 686, based on how much 'frame' there is above the recoil shield and how much metal is between the chambers (I'm zooming in on the image 400% to see this stuff).

That looks like a K frame to me too. I have a K frame 617 with a pair of grips just like that...

Can someone explain to me what's going on with that scope mount? It looks like it has a handle (like one you would need to rack a slide on semi auto pistol). What's the point/utility?

It appears to be a Bianchi Cup gun. The scope mount has a "position" adjustment for the Mover stage. Allows you to hold on the center but the POI is actually several inch's off center to allow for the speed of the moving target. It is also shot at three different distances.
