Question tool kits

I just purchased a new 629 and it came in the fancy new blue plastic case with all the necessary (?) safety stuff but no tools. Prior to this the last NEW revolver I bought was 640 the year they came out and it has the cleaning rod, brush, screwdriver, etc. So my question is when did S&W quit including the tools with the new product?
