Default 586 sight question

I recently bought a used blue 586 with a 4" barrel. It is an older "no-dash" revolver with a white front sight insert and the rear sight notch is outlined with white. Is there any way to clean the white so it will be more visible?

Also the serial number is AAE7xxx. Can anyone tell me when it was made. I am guessing late 1981 or early 1982.
