Default Smith and Wesson Model 40 Classic

I need some information... I purchased a S&W model 40 Classic it is case hardened it has a pair of keys but there is no lock on side of frame I already have a 36 classic case hardened came with keys and has a lock is this 40 smith rare or did they ship all with keys?

Keys probably just got thrown in without the thought that they are not needed with the M40.
