Sorry, my Italian is very bad...
"Marcas Registradas" is a standard stamping, placed after the Second World War in response to Spanish-made Smith & Wesson copies to show they were not genuine S & W revolvers. Earlier guns were stamped "Made in U.S.A", or for a few years around the First World War were unstamped in this area.

It appears to be a standard model 686 with a 4" barrel, a common police and civilian gun made since 1980 and still produced.
The heart and 4 stamping is probably an inspector's or fitter's mark, to show it was properly assembled and who did the inspecting.

No, but probably a good and faithful friend.
Are you in Italy, and if so how difficult is it to buy and own handguns there?

It would be worth about US $500 here.
It looks to be a standard production model 686, and the 4" barrel is the most common length. Still a very nice gun.

If you have the three letters of the serial number (like ABC 1234, stamped on the bottom of the grip frame or on the frame under the barrel with the cylinder out to the left), the time it left the factory can be determined. It could be 1982 or years close to it.

it's not that hard
you need a license, there are 3 types:
-for concealed carry(valid 1 year, then needs to be renewed)
-for hunting(valid 6 years)
-for sport use(valid 6 years)
There is a little paperwork to get these permits. They require that you have no criminal background and mental problems. You need a certificate from your doctor berfore applying for the permit, after that you you will be checked from a medical doctor(ASL)
you can buy 9 pistols(semiauto or revolver) in all(6 classified as "sporting" guns and 3 non-sporting guns). rifles are unlimited. some AR15 are classified "sporting-guns" so only 3
with a "special" license you can have unlimited hand guns(more then 9) but there are many restrictions
all weapons must be registred to local police

Sometime in 1983, most likely. S & W does not always ship in order of production, but a prefix earlier in alphabetical order shipped in January 1983.
