Given enough rear sight adjustment, you could do it either way. Me, I always line up the top of the front sight even with the top of the rear sight ears, just as you would with an all black front sight.

I have shot revolvers that have white or gold lines inlaid horizontally down the length of the front sight to use as holdover reference points for long range shooting. That seemed to work well.
