What is time frame on 27-3 and what is average value of NIB
5" commemorative in case?

The 50th Anniversary 27-3 was made in 1985. As for value of one in the case, the max I would go would be $1000-1200 depending on condition. They made over 2000 of them, so they are not uncommon.
