My first question is why do you think it is a Commemorative?

Smith and Wesson used to include a little flyer with the revolvers offering laser engraving at extremely reasonable prices.

That looks like a laser engraved revolver

They called it the LaserMax, production beginning around 1988. It was product code 103545. Known prefixes included BBE, BBD, and BDF. According to a Jinks letter 1,900 were made. Many sold at deep discount. Laser engraving did not long endure at S&W.

I guess I thought commemorative just because it was engraved. I've never seen one like this so not sure what other reason S&W would do it unless it was special order for a gift??? I bought it in the early 90's from an individual so it wasn't that old when I got it.

Most all Commemoratives have wording on them indicating what they are commemorating like Florida Guy's 586 has the Agency's name and dates on the barrel

Many firearms owners send their pistols, rifles and shotguns off to get engraved so as to personalize them. Also, it is not something that has to be done by Smith and Wesson. Many folks out there that do very fine work are not associated with the factories.

I own several embellished firearms some are commemeratives and others are not, None of them were gifts. Some folks just like the artistry, I know that I do.

There are various levels of embellishment. The Laser Engraving of the olden days (1970s/80s) tried to bring personalization of firearms into the financial reach of all shooters

Today's machine engraving has taken over that position in the market place and has dramatically increased the quality of the work without a large increase to the price

You have a unique revolver there, so go out and shoot it.
But don't forget to share with your friends the Artistry that is Smith and Wesson
