What is the last "Dash" that will be minus MIM parts and the lock ?

I believe the 19-4 was the last pinned and recessed gun. My answer is based on the title of your thread. Someone will have to come along with the answer for any models beyond that. I don't know that the model 19 was produced in the MIM/lock era.

19-7 is the last dash number without MIM parts, although they started being used during this change.

...until the 19-9, NO Model 19 had ever been made with an internal lock.
