According to the S&W Catalog, (and your "spec. ord." code 9312 on the box) your 686 was manufactured in 1989.....November 8, 1989 to be exact.
The Special Order code gives the year and Julian date of manufacture. The first digit is the year, "9" - 1989, and the "312" indicates the day of the year, November 8th.
Enjoy your 686, it's a fine revolver.

That means that it is the third manufacturing change since the model was introduced. No doubt somebody will look up the mechanical detail for you.

The dash number indicates the Engineering & Production version.
686 no dash-1980
686-1 1986
686-M 1987
686-2 1987
686-3 1988

Dash numbers is a manufacturing change. -3 is for a new yoke retention system my guess is the yoke screw with plunger tip. The next model -4 change rear leaf sight , drill/tapped frame ,extractor , Hogue grip . - 5 mim parts , - 6 the dreaded lock .

I thought the 'M' stamp was put on all the recalled no dash and -1's?? The -2 fixed that problem?

You are correct, but it was the no dash and -1 I believe. The M is not part of the model designation and simply indicates that it went back to the factory for the modification. It is not an issue with the -3.
