Default Internal Lock question

Why is it that some new revolvers have it and some do not? Often called the Hillary hole, when did this requirement go into effect?

I don't remember, seems like the '94 crime bill was a part of it.....if so, that sunsetted out. Shouldn't the lock also have been done away with as well?

Well, I got dinged for a comment yesterday, not a good feeling, so yes, I would like to answer growr's question, but sad to say, it is part of our rules.
Some questions are better off not ask and that appears to be one not ask on this forum.
