I like to use 0000 steel wool with liberal doses of oil. Plain new motor oil is fine to begin with. Gently, let me repeat that, GENTLY rub the affected areas with the steel wool careful not to scratch the good bluing. Once you've gotten most of the rust off, then wipe it down gently and replace with something like Breakfree CLP. Most rust removers will work, but they'll take the bluing with it. I've had great success using this method on old pawn shop 22s.
