I would use a bench grinder to start and finish up with a right angle hand grinder with some 180 grit sandind disks before transitioning to hand sanding. Once down to 800 grit wet sanding the final finishing depends on what was done from the factory.
For a full polish to a nickle type shine proceed in stages down to 2000 grit and then hand polish to a high gloss.
For a bushed finish you'll want to use the gray Scotchbrite hand pads and pay attention to the existing pattern to blend in the new finish.
For a bead blasted finish you will have to fully strip the frame and have it bead blasted by a professional who knows what he is doing with these types of finishes. After it's been bead blasted you may also want to look into having it "pasivated" to impart a slight increase in corrosion resistance to the frame because that new bead blasting will expose some raw steel particles contained within the stainless matrix.

I would rough shape it on my 1x42" belt sander then finish with files, sandpaper and polish.

I did a 4506 years ago with files and sandpaper, turned out well. Stainless steel is very easy to work with and forgiving. I've been thinking of round butting a square butt K frame lately.
