Default Recommend a Good Top-Break Smith?

I have an old S&W .38 top-break. I sent it off to David Chicoine to have some work done on it, and also to have a spare 6" barrel fitted to it. It all came back to me this week after a 1-1/2 year wait, but the work was not up to his usual standards.

Is there another S&W smith out there that someone can recommend?

The hammer will not hold at full-cock and the cylinder will not turn at all when the action is closed -- something is clearly out of adjustment. And the spare barrel still needs to be fitted.
