Default Can a Ti cylinder be cut for moons?

I read a lot of the threads talking about titanium cylinders and how if the factory coating is damaged, then the cylinder will begin to wear quickly.

What is that coating that is applied to the cylinders? Can it be reapplied?

And more importantly, can a titanium cylinder be cut for moon clips, or will cutting through that coating promote too much wear?

Titanium cylinders can be machined for moon clips.....
