Default Revolver Shrouded Front Sight

Has anybody seen this before? Looks like the shrouds were milled into the barrel beside the Patridge sight.

No, never seen that before but another gun with something similar described in this thread posted this morning:

Mystery Gun

If the "wings are to protect the front sight, they're not quite high enough.

Mystery gun does sound similar Jim. On this one, the rear sight does not sit proud on this particular piece, but appears to be a factory installed rear sight. I do think the barrel that this sight is mounted on is a 6" model 14 barrel that has been shortened to about 4".
