Is it possible to lighten the trigger pull on a 431pd j frame? If so, What would be a fair price?

Yes and It Depends. First buy yourself a set of Wolff springs and install them. If that does not work, then start thinking about additional work. There is a pretty fair chance that you will be very happy with the results, it's cheap, and you can do it yourself very easily.
