Default TDC markings

I have a S&W model 65-2 with the letters TDC followed by a set of numbers stamped on the left side of the frame..Any idea what organization/department this gun belonged to?

It is possible that it is Texas Department of Corrections but the Model 64s that they got rid of in 1982 had their rack number on the barrel flat and didn't have TDC anywhere on the gun. TDC replaced the 64 with the 65 for who knows what reason since we were only permitted to shoot .38 special out of them anyway. Probably someone got a kickback.
