Saw one source which dated the Official Boy Scout Knife to 1911.

The Boy Scout’s of America were founded in 1910 and the first Official Scout knife was made by New York Knife Co in 1911. The pattern may have existed before 1911, but it wasn’t really a “Scout” Knife until the BSA adopted it.

I currently have a few Scout knives (Ulster, Imperial, Case) and have sold a fair number of others over the years. I use this site as a reference: Boy Scout Knives

I don’t know. Mine are older and none have a Phillips bit.

There is now a Victorinox "Explorer" model knife with the BSA logo, so it is an official BSA knife, and it has a Phillips too.
