It seems like OP has an MOE version of a 15-22. If so, there are round swivel mounts installed by the factory just behind and down from where the rifle breaks open.
These rifles come with the swivels and round metal snap ins for the swivels.
Uncle Mikes sells a pair of pop in swivels with the bases to put in the hole.
My guess is some one lost the the snap swivels along the way, all OP needs to do is order replacements from Uncle Mikes.
I have a non MOE that I drilled for snap swivels and their mounts. Came out perfect. I used Brownell's two part adhesive to cement the bases in the hole to both sides, and they aren't coming out. The swivels activate by pushing the button on the center of the swivel and pulling. The metal bases stay behind. This lets you pop on and off single or double strap adaptations for others to use or to just release the rifle. If you wanted, you could use these snaps for single point slings with bungee and HK hooks. Some folks like em, so folks don't.
I have my work AR outfitted with a single mount swivel and with proper training, can avoid some of the problems noted nearby in other posts, I would not carry my rifle any other way.
