I just got my MOE rifle and was at the range for the 1st time with it. I was having a hard time adjusting the rear MBUS. The dial on it was hard to turn. Is it suppose to be that way or am I suppose to loosen the screw on it or something?

Just turn the little wheel.

They are usually nice and tight so you don't accidentally upset the zero on them all day long. My rear sight has a loose dial on one of my rifles, and it Stinks. It will rub on your side and throw it off, real pain in the neck.

Shouldn't require tools but should turn. You don't want this setting changing once set. This sight is not designed to adjust while shooting. Changing your aiming point to account for cross wind.
