At what distances do you like to shoot? Are you a long range shooter? It all depends on your shooting, purpose of use, and intended outcome.
That dot sight has a 4MOA dot.
1MOA covers 1" @ 100yds.
If you try to make a 100yd shot, that 4MOA dot will cover 4" of your target. It will make it difficult to make a more precise shot.
For close targets, no problems.
I have a Bushnell Trophy T-Dot on my 15-22 that has a 1MOA dot. I love it.
I have a Primary Arms M3 clone on my 15-Sport. It has a 3MOA dot. It works, but it can be frustrating at longer ranges.
For comparison, I have a 5MOA dot mounted on a shotgun. My shotgun is for home defense, and I don't plan on shooting long distances with it.

For plinking, the UTG 3X magnifier should work fine. I've never had any issues with UTG products.
Keep in mind that the 3X magnifier will also magnify the dot. Even though the dot looks bigger, the background is magnified so the dot will still cover/obscure the same area on the target.
An Eotech dot doesn't appear to increase in size with a 3X magnifier. Put a 3X behind an Eotech, and the outer ring magnifies but the dot stays at 1MOA.
This is because the dot on an Eotech is really 1/3 MOA. The dot is diffraction limited by your eye and appears to be 1MOA unmagnified. So magnifying X3 makes it look like 1MOA.
If you want an affordable dot & magnifier combo for your 15-22, check out Primary Arms.
