Yes, you can adjust your scope's cross hairs for both windage (left/right) and elevation (up/down) such that your Point of Aim (where the cross hairs are) matches your Point of Impact (where the bullet hits).
This is called 'Zero'ing your sights'. You are placing the cross hairs such that the POA = POI. If you alter the distance (ie, you zero at 100 yards, and then shoot at a target 75 yards away), the POA will not be the POI.
While the graphic below uses fixed sights, the idea is the same with a rifle scope.
