Default Stock on my m&p 15-22

The stock is all the way out and will not move ? any tips on fixing this ?

By all the way out do you mean fully extended?
What stock is it exactly?

If i were to hazard a guess there is a pin that you need to pull down on, to release the catch/spring that normally fits in the holes on the tube for the different stock positions. That will be pushing up on the tube and stopping the stock from moving....possibly...but without knowing what stock, i can help no further.
On the Magpul MOE the metal pin needs to be grabbed with a pair of needle nose pliers and pulled down to release the spring and catch then you can slide the stock on or off. This video shows what i mean, about the stock, not the buffer tube thing.

Judging from your listed location your stock is most likely pinned in a fixed position. There are U-tube vids on how to remove the pin and replace the stock with something else.

Or in the absence of pliers you could just use your fingers and pull /push it down. Not that hard on the magpul stock if it's a free moving unpinned model. Hell I saw all these fancy little hooks and tools that I didn't have to hand yet still managed to remove mine with a mark 1 finger and thumb...

Wow! you upgraded to the 'mark 1' finger and thumb, i still have the prototype version. Generation -1 finger and beta thumb. Hence i needed a tactical pliers. The flashlight on the pliers also meant that i could do it in the dark.

Tactical pliers are probably banned in the UK.

Has anyone tried the Magpul fixed carbine stock? The short MOE style one not the longer fixed one?

Tactical pliers are kind of a grey area in the UK tools licensing laws. As long as the length is under 7 inches and the grip is not extendable, then you can carry as long as you have a valid reason, like craftsman or workman. The pliers cannot lock and the length of the grip edge must be no more than 2.7 inches. However if accompanied by a torch, then it can be classed as a multitool which falls under a different catagory.
The addition of a laser IS a big negative, which will land you in a lot of trouble.
