You can go to your local police department and have your fingerprints done. Walk in and explain that you need 2 sets of FBI fingerprint cards completed. If they ask why, tell them to submit an NFA Form 1 (or 4). They may charge you (they didn't for my wife...). They wanted to see her Form 1 (she didn't have it on her), but they did it anyways, so feel free to bring a blank Form 1 for them. Ultimately, its none of their business....

The form 4 will also require fingerprints and photographs (so get 4 fingerprint cards done), UNLESS, by some miracle, you get the Form 1 back before you submit the Form 4. 41F grants a 2 year allowance from the (receipt of stamp? submission? unclear...) when a Form 1 or Form 4 is approved where you do not have to resubmit fingerprints (and I believe photos as well)..

You can get the fingerprint cards directly from the ATF or even from Amazon.

A fair number of PDs and Sheriff's offices offer the service for a fee. If they have the ability to scan the prints electronically, you will get a better result than with ink.

If you can find a firearms dealer that works with Silencer Shop they might have a kiosk that does all that for you. I used one when I purchased my suppressor.

Keep in mind that you have to get a sworn LEO to sign off on the fingerprints. Most will not sign off unless they, personally, took the prints.

Can you reference the law, regulation, or policy that says that? I've looked everywhere I can think of and have not been able to find that as a requirement.

You're right. What I read referenced is a, "trained technician."

NFA says law enforcement authority - nothing said about being sworn.
