Some folks use musical instrument soft cases for discreet carry.

I seem to remember a rifle case that looks like a case for a tennis racket. I can’t remember where I saw it or if it is currently in production. Midway USA maybe?

I use a gig bag....padded interior, numerous pocket for mags and such and the added bonus of a nice padded velcro strapped barrel holder....actually to support the neck of a guitar but functions perfectly. Perfect ninja style way of carrying a rifle. I can actually get both my 15-22 and 1417 in the same bag...bonus.
If it's good enough for my Gibson it's good enough for my 15-22.

Academy used to sell a rectangular case with foam inserts that was discreet. Just a plain brown case.

Musical instruments are expensive and easily pawned. If you want a discreet case to reduce the chance of attracting the attention of thieves I don't think a gun case that looks like a instrument case is a good solution. But they would work fine if your main goal is to avoid scaring out any easily scared neighbors you have.
I don't have a specific recommendation but something that looks like a backpack full of books would be your best bet. Doesn't attract attention and what thief wants to steal books?
EDIT: Not as discreet as a backpack but roll up bags like the ones at 10/22 Takedown Roll-Up Case — Roll-N-Go Gun Cases do not scream "steal me" the way a dedicated gun case does. They look like they hold camping gear.

I would have thought that in this day and age anyone carrying a bag full of books would be suspicious. jk

Here are some of the offerings the internet has...
Hidden in Plain Sight: 6 Discreet Carry Bags For Your Long Gun
depends on why you want to be discreet...to disguise the fact you are carrying firearms or to deter thieves?
As Dave insists...the world is a dangerous place....either neighbours or thieves would leave you well alone with something like this.

Separate your upper from the lower and you're good to go.

Thanks guys, I'm looking for a bag that small and compact, Love my Castle Rock, could break down upper and lower and put lot of stuff inside and discreet. Wondering why they run out of business. Form, Fit, Function, heavy duty with 1000D and discreet, they got it all. also the price is reasonable, I think I paid 120 for it.

I have been considering a used, padded snowboard bag. Carring a ratty old snowboard, or not?

I got my UTG Homeland 25 inch case from Amazon, for 35 dollars, It outside dimension 26.4 inch X 12.6 X 2.2. It's compact as it get for a break down 15-22. It can hold 8 mag and Sling plus 500 rounds of ammo plus my SilencerCo Sparrow, Hope it hold up in time, It looks like a musician keyboards case.
I'm thinking to put the UTG case inside the Pelican 1605 air case without the bottom foam to travel on the plane. I think that's good combo, still thinking should I get the Pelican case?
For 35 dollars is good deal, Hope the case hold up.

I think for your sons needs, the VISM NcStar Discreet Carbine Case would fit the bill. Its cheap and works great for the M&P 15-22.
There are other options for a discreet carry case that are made for AR style rifles. See the following thread for more information on several soft cases for the AR. Discreet Soft Case

All of these things look like they have either guns or other expensive gear in them. Not really discreet.
When I would travel for work and didn’t want to leave my long gun in my rig, I would carry it into the hotel in a ratty old garment bag I got from Goodwill for three bucks.
(It also works for stashing a long gun in the house. Nobody wants to steal your funeral suit.)
