Default Shortening barrel question

Hello, my question is would it be possible to both shorten the barrel of the 15-22 and at the same time cut the "buffer tube" since the buffer tube is solid and not actually functional.
I understand that shortening the barrel and leaving the collapsible stock turns it into an SBR but removing the collapsible stock and shortening the barrel would in theory resolve that issue correct?

The BATFE would frown upon that concept.

That which began life as a rifle, must a rifle remain;
in other words, transforming a rifle into a pistol is
verboten.

That's a shame, I remember reading that but didn't know if it applied to the 15-22 being that it has a removal upper similar to the ar's that are "converted" by swapping out uppers.

But, if you want an AR pistol, you can't just swap out the upper for a short one, then change the buffer to a pistol length; the law requires you to start out with a new lower that has never been assembled in to a rifle.

You are pretty much limited to doing an AR lower which comes with a pistol brace or any lower which can be categorized on the 4473 as "other". Add to it a .22 AR upper / upper kit.

You can try find a 15-22 Pistol and starting from there but they are rare.

According to the law anything that was assembled as a Rifle is a Rifle forever, no matter what you do to it. This makes it a Short Barrel Rifle if you cut the barrel shorter than 16" without taking steps like permanently pinning a longer muzzle device to make up the length again.

Whatever you do, don't do it yourself. Even some gunsmiths aren't up to speed on the laws.

I suggest you E-file an application with the ATFE and get the required NFA approval to shorten your barrel. At $200 it isn't that bad and allows you real stocks and vertical grips and the like.
