The M&P 9L 5" isn't available here in California (not on the approved roster) but I much prefer the 5" M&P for a production gun in USPSA matches. Can I just order a compete 5" upper assembly and swap out the 4.25" on the M&P 9?

I assume so but wasn't sure if I am missing something.

Thanks in advance

I haven't got a clue?
But it sure is a fascinating question though!
Thanks for asking it.

99% sure it will function, but the trigger will not be the same as the PRO model at 3.5 lbs. I am also trying to get a PRO in Cali, but so far not having any luck. The 5" slide versions (PRO and 9L) do not have mag safetys which is one of the reasons they are not on the approved roster. In my opinion that is a good thing... Good luck in your quest.
