Is the Performance ported 9 legal for IDPA and USPSA competition? Will the CORE barrel change out for the ported barrel?

I'm presuming you're talking about the Production or SSP approval. I would say they probably are not since they are so new. The ported barrel would have no legality in any IDPA class but you could probably shoot it with a non ported barrel in ESP (that answers your question about the non ported barrel ). In USPSA it would be legal in Open, but with a non ported barrel it would be legal in Limited and Production depending on what other modifications you make. (Just shoot USPSA Open, then you don't have to worry about rules, that's what I do)
