Yes, the "Savings You Can Carry" rebate pertains to everyone purchasing the designated new guns during the period of the rebate.

In addition, S&W is still running its "Nation's Finest" rebate program for military personnel (active, retired, NG, Reservists, etc.) through the end of 2017, for selected weapons -- although not the ones covered by the "Savings You Can Carry" rebate program. The "Nation's Finest" rebates include M&P Rifles, M&P and M&P 2.0 pistols, and most revolvers.
