Judging from what I've seen on an older .40 recently that's not the case. This .40 with a factory barrel seemed to have a much different barrel twist from my newer one. They definitely changed something on the .40 barrels because the new ones have the same dimple mark as the new 9mm barrels. All I know for sure is that they have the 1 in 10 twist now as of the last version because the rifling rate on both my 9mm and .40 full sized guns is the same and they are the newest versions.
I would say that it is logical that even with the older twist rate, the .40's wouldn't have been as affected because being a bullet with more surface area, they would stay in contact with the rifling more and get more stabilization. But as I understand it, the rifling in a pistol barrel has a fairly negligible effect on accuracy.
