I understand that the Texas Department of Public Safety, highway patrol, turned down the M/P in favor of the Sig P230. Don't know the details, except to say they had problems in testing the M/P.

What kind of problems could they have had in testing the M/P? It's a pretty darn solid gun, no?

I never had a M/P problem , I bought my son one of the first ones out , which had the old barrel and it would not shoot , Smith put a new barrel and did a action job and even that older M/P works great now . I know the Ruger they have are DAO

Yup, pretty sure they were/are P95s. I remember a Ruger press release talking about the federal corrections contract. Ruger also sold 5000 to the US Government for use by the Iraqi National Police Force back in the mid 2000(?)

The p95s are a rock solid gun as well. Don't think Ruger ever put out a bad gun. Some models may be better than others, more bells & whistles, but none I've ever encountered were ever poorly made or had mechanical issues. If you can get one on the cheap it would make a good addition to the arsenal.

The Sig P230 was discontinued years ago. Perhaps you meant the Sig P320?
