Are the M&P 15's Rifles Test Fired at the Factory? I picked up a M&P 15OR and noticed that it didn't have the usual little yellow envelope with a spent casing that has always come with my S&W handguns indicating & documenting that it has been tested.

Right. And really only to satisfy a few deviate state laws. The MD state police asked to drop the requirement and divert the "library" funds to real law enforcement, but the legislature wants to "send a message." The message for me 20 years ago was to get out of MD and stay out.

I got one with my M&P9c....reloaded it just for kicks. I also replaced the firing pin with the newer version, so that would make the fired case worthless anyway for any "CSI" wannabe detective.

MD wastes only a few million $$ each year on this--taxpayer money plus the MD state police fee. MD has solved no crimes I am aware of with this practice. The spent casing deal only applies to handguns, not semi-auto rifles--7 day wait period does apply to "other than long guns".

Besides, how would recording the casings prove anything after I run the **** out of something causing me to break and replace a few components, like firing pins and extractors, or if it applied to ARs then replace the entire BCG, or even the barrel extension (chamber)?

In any firearm MD cares to regulate, the lower receiver or pistol lower is the serialized regulated part, not the FCG pieces. This money could be used elsewhere and we would probably still pay the MD state police $10 processing fee.

A casing could have SOME evidential value but would probably be most helpful in a situation where an arrest is made and casings could be matched to a weapon seized during the arrest. Bullets themselves can be too fragmented or even not found. This situation would , most likely, be cronologically close to the time of the illegal discharges/assaults.

As legal gun owners and enthusiasts, we tend to forget that criminals usually DO NOT work on their weapons and may never even have fired a weapon before it is used in a crime. Bad firing pin? Just steal a new one (gun).
