Position the scope for eye relief. That should tell you and yes, most people use a forward canting one piece on an AR. QR is nice also as it allows removal without effecting zero too much if at all. Burris' PEPR is a popular choice under a hundred dollars and the high dollar standard is the LaRue SPR or the SPR-E (extended).
If you just use regular rings and can get propper eye relief with them, height should be selected so the forward glass is clear of the handguard. Higher rings are preferred with red dots, etc. in order to cowitness front sights. With a 3-9 that shouldn't be an issue for you.
