I would pay a pro to do it like these people. Hot Flash Gun Refinishing Service
They do sell kits to diy at places like Brownells but they tend not to turn out as well.

I have used Birchwood/Casey PermaBlue to touch up bluing on some of my rifles and have had pretty good luck. Sometimes you have to do multiple coats to get it at the level of color you want and remember it is an acid and you have to be careful with it. You can pick it up at your local wallyworld and a lot of lgs's. So far it has worked well and lasted for me, but the caveat is it was for me so YMMV have a great day!

if it is just the barrel, you can take the B/C Permablue and put a rubber cork in the end of the barrel, completely degrease the barrel and then making sure it is dry while hanging the assembly paint down the barrel with the permablue, let it set for a little bit (in the instructions) then rinse if off in cold water, dry it and if the color is not to your liking repeat the process until it is. You need to make sure all wax and oils are off of the areas you are wanting to reblue and doing it this way will blend the color with the original bluing. that is basic instructions, if possible hang it over a small plastic sheet with a piece of cardboard on it to absorb the drippings so that you can just fold it up and discard it when done.

I wish you luck, my Ruger 10-22 mannlicher stock rifle ended up looking like new. That's the only reason I would recommend it, if I personally hadn't tried it I would say exactly what Breechloader said.
