Without removing the barrel? Yes. Without removing and replacing the gas block with a low profile one? No.

A free float rail will probably not fit over the OR gas block since it's pretty big, thus a low profile block is needed. You'll also need to cut off the delta ring if you don't want to remove the barrel nut.

It can be done.

There are quite a few free floats that can be installed without removing the barrel or gas block.
Daniel Defense Omega
Some Midwest Industries and Centurion rails. Also ARMS SIR and Vltor CASV.
All of these are 2 piece rails.
Some will require cutting off the delta ring.
Installing a one piece you will have to invest in some more work.

Do you want the rail to cover the gas block?

I just bought one from Breek Arms on Friday and it came in today. Very low price, comes with everything you need, extremely well made and makes the rifle look like a beast.

I have a Daniel Defense Omega on my M&P 15 Sport. Five minute install with no mods.

Thanks, like the looks of the DD rail; a little pricey, but does what I want it to do.
