Can a 457S be converted from manual safety DA SA to full time DAO?

Yes. In fact, IIRC, the Chicago Police Department had an order of those DAO 457's made.

When sent back and converted by the factory, do they have the pre/half cock action of the 3rd gen DAO or is the SA capability just removed? Does anyone know?

Who at S&W should I talk to about having this done? I called them a few weeks ago to ask it a 4566 could be converted to DAO, and was told by someone in customer service that it was not possible.

Look for posts by CruiserRN. He had the conversion done by S&W about 1 year ago. If he notices this thread he will probably respond. When he posted a picture of his gun it appeared that the factory had given his gun the original double action that was used on the longer slides.
